An Enfield man has been ordered to pay £1,850 after being prosecuted by the council for failing to prevent his German Shepherd from repeatedly barking and disturbing neighbours.
Yasar Mustafa, 39, from the EN3 area of Enfield, was investigated by Enfield Council’s environmental health team following several complaints from neighbours about persistent loud barking, dating back to September 2024.
The Council served Mustafa with a statutory noise abatement notice on 13 February 2025 under the Environmental Protection Act 1990, requiring him to address the noise nuisance.
However, the barking continued and Mustafa was subsequently prosecuted for breaching the notice.
He appeared at Highbury Corner Magistrates’ Court on 1 July 2026, where he was found guilty. Returning to court for sentencing on 6 August, Mustafa was fined £250 and ordered to pay £1,500 towards the Council’s costs and a £100 victim surcharge, bringing the total penalty to £1,850.
Cllr Elisa Morreale, Enfield Council’s Cabinet Member for Licensing, said persistent noise such as continual dog barking constituted antisocial behaviour and could have a significant impact on residents.
She added that the prosecution demonstrated the Council’s willingness to take action against people who failed to comply with official notices.
Mustafa was allowed to keep his German Shepherd and continues to live at his home in Enfield.
